Start by opening a new 600x550 image.
flood fill white, you can resize later.

Copy and paste the blue misted background
as a new layer

Copy and paste your palm tree as a new layer
and drop shadow your choice.

Copy and paste the sand I have provided as a new layer
place it tword the bottom of your tag.
see my tag as an example.

Copy and paste the wood fence as a new layer
Drop shadow same settings as before.

I supplied the sand castle and the surf board
in the supplies.
See my tag for example on placement.

Drop shadow the surf board
same settings as before.

Copy and paste your tube as a new layer
and place it where you think it looks best.
drop shadow same settings.

Go ahead and add the words summer fun
your name and proper copyright at this time.

Open animation shop.
find the animated sun I have provided.
 you will notice it is 12 frames.

Go back to psp and layers merge visable your tag
copy and paste it as new animation into
animation shop.

Duplicate it so it is 12 frames.

On the sun go to Edit/ Select all Copy

on your tag go to Edit/ Select all and
paste into current frames.
See my tag for placement.

on your tag change the fram properties
to 20.

Resize to how ya want it
save as new animation
Done
