Lets begin by open a new image 600x550
Flood fill white so you can see what your working with.
You can resize later.

Copy and paste one of the papers.
Resize it about 65% and rotate it 15 left
Add a drop shadow of your choice.

Add the other paper and repeat the same steps.

Copy and paste one of the frames.
resize it so its smaller.
add a drop shadow.
and move it twords the top left of your tag.

Do the same with the other frame
but move it twords the bottom right.
see my tag as an example.

Copy and paste your tube as a new layer.
Place it so the face is in the frame.
move the tube layer under the fram layers.
delete any part of the tube that is sticking out of the frame.

Repeat steps abouve for other frame.
if you are using a different tube.
Make sure they are by the same artist.

be back on your top layer.

Copy and paste one of the stars
resize it and add a drop shadow.
Place it where you think it looks best.

Copy and paste the other star
resize and drop shadow.
Place it close to the other star.

Copy and paste the flag, buttons and ribbons
add drop shadow to all of em.
place em where you like them.

Copy and paste your tube as a new layer
drop shadow.
I placed mine like they were sitting on the frame.

Copy and paste the word art.
place it over your tag.
see my tag as an example.

once you have it like you want it.
add name and proper copyright
save as jpeg
done.
