Supplies you will need

Paint Shop Pro. I am using version 8
Tube of choice. I am using ©Keith Garvey

Lets begin by open new image 600x550
Flood fill white so you can see what your working with.
You can resize later.

Copy and paste one of the papers as a new layer
Resize it about 65%
Add a drop shadow of your choice.

Repeat 2 more times with using different papers.
On the second paper rotate it 15 to the right
and on the 3rd paper rotate it 15 to the left.

Copy and paste one of the circle frames
as a new layer. resize to how you like it
add drop shadow same as before.

Copy and paste one of the swirlies as a new layer
drop shadow. resize and place it where you think it looks best.

Copy and paste one of the tags
rotate it 15% to the left.
resize and add a drop shadow.
see my tag as an example.

Copy and paste one the the bows
as a new layer.
resize and drop shadow.
Place it at the top of your tag.

Copy and paste the frame with the rope.
resize to how you like it.

Using your magic wand.
click in the inside of one of the frames.
Selection/modify/expand by 2

Copy and paste your tube as a new layer.
place part of it over the selected area.
selection/invert. Now hit delete on your keyboard.
selection none

Repeat the same step till you have all 4 section
of the frame done.
See my tag as an example.
Now add drop shadow same as before to the frame
and move it ontop of the sections of the tube.

Copy and paste one of the other bows as a new layer.
see my tag as an example.
same drop shadow and resize it to how you like it.

Copy and paste the rose as a new layer.
resize it and add same drop shadow.
place it twords the bottom of your tag.

Copy and paste your tube as a new layer
drop shadow and place it where you think it looks best.

Merge visable and resize the tag.
add name and proper copyright.
Save as jpeg
Done.
