Lets begin by open new image 600x550
Flood fill white so you can see what your working with.
You can resize later.

Copy and paste one of the papers from the kit
Resize and Image/rotate/ 15 to the right.
Add a drop shadow of your choice.

Copy and paste the crumpled paper from the kit
Resize and Image/rotate/15 to the left.
add same small drop shadow.

Copy and paste the frame from the kit.
Place it in the center.
Use your preset shapes tool/square.
and make a white square to fit behind the frame.
see my tag as an example.

Use your magic wand and click inside the center
of the frame.
Copy and paste your tube as a new layer.
place it over the selected part.
slection/invert and hit delete on your keyboard.
selection/none
Move your tube under the frame.
Make the opacity of your tube around 75.
add the same drop shadow to the frame.

Once you have it like you want all the steps abouve.
x out your white background and merge visable
all your other layers.
Rename the layer frame.

Copy and paste the corner roses by rainbow coffi
as a new layer.
resize and place one in the upper left corner
and one in the lower right corner.
add same drop shadow.

Copy and paste the glitter from the scrap kit
as a new layer

Copy and paste a couple of the puzzle pieces from the kit.
resize and place where you think they look best.
add same drop shadow.

Copy and paste the roses in the vase as a new layer
resize and add same drop shadow.
see my tag as an example for placement.

Once these steps are done.
and they ar like you want.
x out your white background and frame layer.
and merge visable all other layers.
rename this layer flowers.

Duplicate your flower layer 2x for a total of 3.
Make sure you are on your origonal flower layer.
VM Natural-Sparkle with these settings
Max Size 26- / Red,Green,Blue- 255/ Color On/Off/- 255
Random Seed- 142...  then hit Ok

Now be on flower layer 2. change random seed to 152
click ok.
On flower layer 3 random seed to 162
click ok

Copy and paste your tube as a new layer.
place it where you think it looks best.
add same drop shadow

add name and proper copyright to your tag.

Animation

x out your flower layer 2 and 3 and merge all layers visable.
copy and paste it into animation shop as new animation

Go back to psp undo merge.
x out flower layer 1 and 3 and merge visable
copy and paste back into animation shop after current frame.

Back to psp x out flower layer 1 and 2 and merge visable
copy and paste back to animation shop after current frame.

Your tag should now have 3 frames.
Edit/select all
change frame properties to 20
once the tag is how you want it
save as new animation
Done
