Lets begin by open new image 600x550
Flood fill white so you can see what your working with.
You can resize later.

Copy and paste one of the papers from the kit.
resize it 85% and rotate 15 to the left.
Add a small drop shadow of your choice.

Copy and paste another paper from the kit.
resize 85%. Add same drop shadow.

Copy and paste the third paper from the kit.
resize 85%, rotate 15 to the right.
add same drop shadow.

Copy and pastethe paper as a new a new layer.
resize it about 75%. Move it over twords the left side
of your tag. add same drop shadow as before.

Copy and paste the days of the week circle as a new layer
resize it so it looks good.
Place it twords the right on your tag.
same drop shadow as before.

Copy and paste the strings as a new layer
resize it so it matches good on your tag.
add same drop shadow.
see my tag as an example on how it all should
look right now.

Copy and paste the picture frame as a new layer.
resize it about 85%. add same drop shadow.

Copy and paste your tube you are going to use.
Place the face over the picture frame.
You will need to use your lasso tool
and go around the inside part of the frame.

once you have it like you want it.
Make sure you are on your tube layer.
selection/invert then hit delete on your keyboard.
Lower the opacity to areound 90

Copy and paste a couple of the buttons as a new layer
resize em so it loks good
add same drop shadow.

Copy and paste the word art.
place it over the top left side of your tag.

Copy and paste your tube again.
Place it where it looks best.
add same drop shadow.

Resize and add your name and proper copyright.
save as jpeg and Done if you don't want to do animation.

If you want to do the animated tear keep going.

Once you have resized and added name and proper copyright.
Merge visable your tag.

Copy and paste your tag into animation shop.
duplicate it so you have 3 layers right now.

Go back to Paint shop pro.

Copy and paste the tear as a new layer.
Resize it so it matches to the size of your tube in your tag.

Place the tear so it looks as if its coming fromn your tubes eye.
Layer merge visable
copy and paste after current frame in animation shop.

Go back to psp and undo merge.

move the tear a bit lower on the face.
see my tag as an example.
merge visable
copy and paste after current frame in animation shop.

Repeat the steps untill you have
the tear streaming down your tubes cheek.

once that is all done
edit/select all frames
change the frame properties to around 15.

save as new animation
Done
