Lets begin by open new image 600x550
Flood fill white so you can see what your working with
You can resize later.

Copy and paste the lighter color paper as a new layer.
Drop shadow your choice.

Copy and paste the darker paper as a new layer.
Resize it 85%.

Copy and paste the word art.
See my tag on where to place it.

Copy and paste the stamp and the coins
to where you think they look best.

Copy and paste the picture wheel as a new layer
Use your magic wand and click inside
one of the frames.
Copy and paste your tube as a new layer
Place it over your selected part
selection/invert/ then hit delete on your keyboard.

Repeat these steps so that you have
all the frames filled.

Move the wheel over the selected parts of your tube.
Drop shadow same as before the wheel.

Copy and paste your tube as a new layer.
drop shadow same as before
and place it where you think it looks best.

Add name and proper copyright
save as jpeg
Done.
