Lets begin by open a new image 600x550
Flood fill white so you can see what your working with.
You can resize later.

Copy and paste the background as a new layer.
colorize it to match your tube.
place it in the center of your tag.

Copy and paste frame1 from the kit.
resize to fit your tag.
place it in the center

Copy and paste one of the papers from the kit.
place it under the frame.
resize the paper so it fits to the frame.

Copy and paste the tube you are going to use.
place it in between the paper and frame.
erase any parts sticking out of the frame.
add a drop shadow to the frame and the tube.

make sure you are on your top layer.

Copy and paste one of the glitter doodles from the kit.
resize to fit.
rotate it so its up and down
place it at the left of the frame
adjust/sharpen/sharpen more.
add drop shadow again.

Copy and paste the country flowers with the bow
resize to fit.
place it to the left of the frame.
add drop shadow.

Copy and paste a couple of the flowers.
resize them to fit.
see my tag for placement.
add drop shadow to both flowers.

Copy and paste the cowgirl word art as a new layer.
resize to fit.
place it where you think it looks best.
add drop shadow.
adjust/sharpen/sharpen more.

Copy and paste one of the ropes.
resize to fit.
place it at the top right of the frame.
add drop shadow.

Copy and paste one of the bows.
resize to fit.
place it over your rope.
see my tag as an example.
same drop shadow.

Copy and paste your tube again.
add drop shadow
place it where it looks best.

once you have it the way you want it.
resize the tag
add name and proper copyright
save as jpeg
done.
