Lets begine by opening a new image 600x550,
you can resize later. Flood fill white.

Set your forground to a color to match your tube
background null and use your preshapes tool and
draw out a square about the size of mine.

Magic wand and click on the border of your square.
Effects/#D Effect/inner bevel as shown

 

Use your magic wand again but this time click in the center of the
square. Copy and paste your image as a new layer.
Selection/invert hit delete on your keyboard
selection none. Merge visable the image and your frame.

Open up the font of your choice.
Type out Certificate of love or whatever you want it to say.
finish typing out the rest of the certificate.
convert to raster layer and add same inner bevel as before.
duplicate it about 3 or 4 times,,depending on your font and size.
go back to the first layer of text and drop shadow like this.

 

Open a new raster layer and add any brushes
any way you want..get creative here on this part.
once your done move the brush layer under the certificate layer.
See my tag for an example.

Back on the certificat layer add the bow and heart accents supplied
or use your own. Remember to colorize to match your tube.
Same drop shadow as before.

Copy and paste your tube as a new layer.

Place the tube where you think it looks best.

Resize to how you want it
Put the proper copyright information
on the tag
Done
